If any command to know that list.

yes dba_roles will give all the roles present in the database and if you want to see how many roles are granted / present for a particular user -
then go for dba_role_privs where grantee = 'USER';

If OP is not able to build the query when we give him the view, I don't think he is able to do anything in the database. Wink
