I realized that on our Production system the Tuning Pack was enabled which we never used and i have now disabled it changing parameter control_management_pack_access
But still the view dba_feature_usage_statistics shows the statistics and used column as YES.

Is there any option to remove this statistics.Does it need a Database restart ?

You could try deleting rows from the dictionary tables that populate the view, if you look at the view creation statement in catdbfus.sql you'll see what they are. I have no idea how dangerous that would be.
I don't see any point, though. You say that you have not done anything illegal, so what's the problem?

Further more the view show how many times the feature has been used and when it was first and last used.
So if you had never used it there is no problem.

Detected Usage > 1 and i see the above Names.To which pack do they belong and if i need license for them ?

When they have been used? If it was long ago, Oracle will not bother with that.
Otherwise, yes, you have to buy the Performances and Tuning pack.
