I could see that the oracle binary which is installed in my server is with diagnostic pack option (Enterprise Edition). According to Oracle , Diagnostic and Tuning pack is not a part of free use with base binary. We need to take a separate license for them. I would like to remove them from existing binary and only option i can see to use OEM as because it's integrated with OEM.I don't have OEM installed in my instance. So what needs to do to remove Diagnostic pack & Tuning Pack from existing oracle binary. Please help me.

Disable them under Setup -> "Management Pack Access" in OEM.

Sorry, just realized you mentioned you don't have OEM installed. You mean you don't have DB Console configured?

See i have around 120 Instances running on Oracle 10.2.0.4. Currently OEM is not configured for all of instances and we can't go for OEM installation now with all instances just because to remove access for Diag and Tunnning pack.We need some alternate options.
